JCOPE Issues Rules on Use of State Aircraft By Governor

The Joint Commission on Public Ethics (JCOPE) issued an advisory opinion (AO 13-02) this past week, establishing “a general standard for the use of State aircraft by the Governor under Public Officers Law §74.” This is just JCOPE’s third AO since it came into existence in December 2011 (although it has issued “interim guidance on gifts”)

AO 13-02 really only applies to one state employee – the Governor – but the opinion has received a significant amount of attention in the media.
