NYC CFB Issues Revised Independent Expenditure Rules
The NYC Campaign Finance Board (NYC CFB) has issued is revised campaign disclosure rules for independent expenditures in New York City elections.
The rules are intended to bring transparency to independent expenditures. (Read NYC CFB’s background report on the proposed rules here).
At a hearing last October, labor groups expressed concerns that the rules would impair their ability to communicate with their members. Nonprofits also raised concerns. (Read more in this prior post.)
The latest version of the rules completely exempts nonprofits from coverage, and exempts literature and phone calls from disclosure. (Read CFB’s comparison between the original rules and the latest version here.)
Citizens Union has expressed concern about new “loopholes” in the rules.
The rules could still be changed further before final approval by CFB.
