David C. Previte is a member of the firm’s Health Law and Government Relations departments.

Mr. Previte brings extensive experience in NYS Government to the firm. Most recently, he served as Chief Counsel to the NYS Senate Majority where he advised the Temporary President and Majority Conference on all legal and legislative matters before the Senate. Mr. Previte oversaw the Senate Majority’s Counsel Office, comprising twenty-five attorneys, responsible for policy development, drafting and movement of legislation, committee and floor operations, and litigation. He also led the Senate Majority in three-way budget and legislative negotiations with the senior staff of the Executive and Assembly Majority and participated in “Leaders Meetings” with the Governor, Senate Majority Leader, and Assembly Speaker.

Prior to his appointment, he served as Senior Counsel and Parliamentarian to the NYS Senate Majority where he was lead counsel for the areas of Health, Racing & Wagering, and Elections. In this role, Mr. Previte was responsible for the development, drafting, and negotiation of Majority Conference positions and legislative and budget proposals. During his time in government, he successfully negotiated significant legislation in numerous policy areas including Health, Medicaid, pharmaceuticals, Environmental, Insurance, Elections, Ethics, and Gaming. As Parliamentarian he provided counsel to the Lieutenant Governor or presiding President of the Senate, floor leaders and staff on parliamentary procedure and the rules of the house.

Additionally, Mr. Previte has served as General Counsel to a state political party and counseled numerous candidates and political committees on Election law and federal campaign finance law. He also served on the NYS HAVA (Help America Vote Act) Task Force and was appointed to the NYS Public Campaign Finance and Election Reform Commission, a nine member commission charged with creating NY’s $100 million per year public campaign finance program and political contribution limits for state office holders (enacted into law in 2020).

He was named in City & State’s “Albany Power 100” and “Albany 40 under 40” lists in 2018 and 2016.
