Ms. Silver is a member of the firm’s Education and Government Relations practice. Ms. Silver provides legal, regulatory and legislative services to a variety of higher education institutions, private and secondary schools and not-for-profits.

Ms. Silver advises colleges and universities on change of control, conversions, mergers, degree-granting authority and TAP audits.  She assists institutions seeking degree-granting authority, program approval or permission to operate in New York State.  Her practice also assists licensed professions and non-degree schools with obtaining licensure.

She also works with private special education schools and voluntary child welfare agencies on rate methodology and appeals before the New York State Education Department and the New York State Office of Children and Families.

Ms. Silver has almost two decades of experience working with the New York State Legislature, Governor’s office, and state agencies on behalf of the firm’s Government Relations clients. She represents numerous statewide non-profit associations and assists clients with strategic advocacy planning and implementation.  Her main focus is on higher education funding, special education, the Professions, and child welfare.

Ms. Silver is a Past President of the Albany County Bar Association as well as the Albany County Bar Foundation.  She has Chaired numerous Albany County Bar Association committees and was a member of the Court of Appeals Screening Committee.  Ms. Silver was also a past member of the New York State Bar Association.
