Mary Frances Carr is a principal at Hinman Straub and a member of the firm’s Health Law department.

Before joining Hinman Straub, Ms. Carr dedicated nearly 18 years at the New York State Department of Health. In her final role as a health program director within the Office of Health Insurance Programs, she managed several specialized Medicaid programs and oversaw eligibility policy for the aged, blind, and disabled populations. She has previously served as an attorney in the Department’s Division of Legal Affairs advising executive and policy staff on a wide range of Medicaid and other program issues, including eligibility, services and provider matters. Prior to her government service, Ms. Carr was an attorney in private practice with a focus on elder law and special needs estate planning, and also served as Vice President and Director of Membership and Member Services with the Retail Council of New York State.
