Gustavo Rivera Requests Federal Election Monitors

The New York Observer reports that Gustavo Rivera, who is challenging Senate Majority Leader Pedro Espada, Jr., has asked the U.S. Department of of Justice’s Civil Rights Division to monitor their September 14th primary.
