Analysis of Post-Moreland Reforms: ‘So Far, A Bust’
Capitol New York has posted an analysis, produced by the New York World, of the campaign finance reforms enacted this year by Gov. Cuomo and the state Legislature in exchange for the disbanding of the Moreland Commission to Investigate Public Corruption.
These reforms included include a pilot public financing program for the state comptroller’s race, new disclosure requirements for independent expenditure groups, and the creation of an independent office at the State Board of Elections to enforce the state’s election laws.
The short-term assessment is not good:
“So far, each one of the three initiatives Cuomo and the Legislature agreed to is off to a wobbly start. With barely more than two weeks left until Election Day, the public financing system pilot program is all but dead. The enforcement counsel is already facing concerns about possible political interference. And the new disclosure rules have revealed little in the way of so-called ‘dark money’ from shadowy independent groups.”
