State Board of Elections Adopts Emergency IE Regs, Provides Guidance
Today’s New York State Register includes a notice that the State Board of Elections (SBOE) has adopted, on an emergency basis, rules that require political committees to report their independent expenditure financial activity to conform with the state’s 2014 amendments to the Election Law. The emergency rules will expire on October 2.
The independent expenditure disclosure reporting requirements, which became effective on 6/1/14, requires independent expenditure committees to make the following weekly and 24-hour electronic disclosures:
- Weekly — in the 30 days before the applicable primary/general/special election, report each Friday receipt of a contribution over $1,000 or expenditure over $5,000;
- 24-Hour Disclosure — within 30 days of the applicable primary, general or special election, submit 24-Hour disclosures after receipt of a contribution over $1,000 or expenditure of more than $5,000.
