JCOPE Revises Source of Funding Regulations
At its meeting earlier today, the Joint Commission on Public Ethics (JCOPE) changed its “source of funding” disclosure regulations. The Commission also decided to make any such applications for exemptions from source of funding disclosure available to the public.
In terms of the regulations themselves, JCOPE approved revisions that will make it more difficult for non-profits to avoid having to disclose their large donors. Previously, groups had to show that there was a “reasonable probability” of harm, threats, harassment or reprisals. Under the revised regulation, such entities will have to show a “substantial likelihood” of harm, threats, harassment or reprisals.
