Hinman Straub Adds Mark McLeod and Mary Frances Carr to Growing Team
Both individuals adding depth to the firm’s health and insurance regulatory departments

Albany, N.Y. — April 27, 2026 — Hinman Straub is pleased to announce that Mark McLeod has joined the firm as Senior Director, focusing on insurance regulatory and compliance issues, and Mary Frances Carr has joined as a Principal in the firm’s Health Law department.

Mr. McLeod has more than three decades of experience in New York State financial services regulation, including his most recent role as Assistant Deputy Superintendent at the New York State Department of Financial Services, where he served for 33 years. In his new role, he will advise clients on insurance financial compliance, and market conduct compliance matters.

Ms. Carr joins Hinman Straub after nearly 18 years with the New York State Department of Health, where she most recently served as a Health Program Director in the Office of Health Insurance Programs. In that role, she managed specialized Medicaid programs and oversaw eligibility policy for aged, blind, and disabled populations. She previously served as an attorney in the Department’s Division of Legal Affairs and, before her government service, practiced private law with a focus on elder law and special needs estate planning.
