Colleen M. Rumsey is a principal in the firm’s Health Insurance department.  Prior to joining the firm, Ms. Rumsey worked in the Health Bureau at the New York Department of Financial Services (and the former New York Insurance Department) for over 18 years.  While at the New York Department of Financial Services, Ms. Rumsey worked on a wide range of accident and health insurance issues, including the implementation of the Affordable Care Act, New York’s Out-of-Network Law, the Mental Health Parity and Equity Addiction Act, and, most recently, the No Surprises Act.  Ms. Rumsey also oversaw the review of accident and health insurance policies, including comprehensive health insurance, accident insurance, disability income insurance, and other supplemental health insurance policies.

Ms. Rumsey has participated in the drafting of numerous state legislative and regulatory initiatives, including related to reproductive health services, coverage for fertility services, and the independent dispute resolution process.  Ms. Rumsey also drafted many Circular Letters on topics such as preventive services, the implementation of the No Suprises Act, short-term limited duration insurance, utilization review, and COVID-19 health insurance issues.  Ms. Rumsey participated in the Administrative Simplification Workgroup, chaired by the Department, and assisted in the drafting of the report and implementing the Workgroup’s recommendations.  Ms. Rumsey also oversaw the review of utilization review agent filings and drafted their filing materials.

Ms. Rumsey attended the State University of New York at Albany, where she received a Bachelor of Arts in History, with a concentration in European History, and a juris doctorate from Albany Law School.
