Raymond Kolarsey is Chair of the Firm’s Health Law Department. Mr. Kolarsey advises a broad range of the Firm’s health law clients, including health maintenance organizations, insurers, behavioral health organizations, independent practice associations (IPAs), physicians, clinics, renal dialysis facilities, home care agencies, nursing homes, and hospices.

Mr. Kolarsey’s expertise includes the evolving areas of accountable care organization (ACO) formation, value-based payment development and contracting, DSRIP-related PPS arrangements, certificate of need reform, and Affordable Care Act implementation.

He is a former Senior Court Attorney with the New York State Court of Appeals. He is a member of the New York State Bar Association’s Health Law Section and the American Health Lawyers Association.
