The Governor acted on a number of bills in the final weeks of the year. Many of the bills are subject to an agreed upon chapter amendment as a condition of receiving the Governor’s signature. These chapter amendments will be passed in the early stages of the next legislative session.

Governor Announces Winners of the Regional Economic Development Council Challenge Competition

The Governor announced Long Island, the Mohawk Valley and the North Country as the winners of the 2023 $30 million Regional Economic Development Council Challenge Competition. As the winners of the competition, REDCs in Long Island, the Mohawk Valley, and the North Country will receive $10 million in project awards to implement proposals to address the housing crisis and bolster workforce development efforts.

As part of the REDC Round XIII initiative, each of New York’s 10 REDCs identified strategies and actionable approaches to address one of seven challenges faced across state: workforce, housing, population and talent retention, blight, tourism, equity, and sustainability and clean energy. The winning proposals included:

  • The Long Island Regional Economic Development Council’s plan to address a significant shortage of residential housing on Long Island. The proposed Long Island Forward program seeks to encourage local municipalities to create “shovel ready” sites through targeted incentives to address this issue in a measurable way.
  • The Mohawk Valley Regional Economic Development Council’s plan to meet the region’s growing demand for tourism, agribusiness, and STEM-intensive industries, while prioritizing its efforts to eliminate barriers to employment. The council identified 12 catalyst projects to scale successful programs across the region, including established programs like the Institute for Rural Vitality’s Micro-Credentialing program, Mohawk Valley Community College’s Fast Track program, and the Hillside Work Scholarship Connection. The Mohawk Valley Regional Economic Development Council’s proposal also includes several projects with a unique ability to engage students at a younger age and open doors to an increasingly diverse working-age population, as well as projects tailored to eliminating employment barriers for persons with disabilities.
  • The North Country Regional Economic Development Council’s plan to capitalize on the region’s unique regional workforce asset – Fort Drum, New York’s largest single-site employer. Through an initiative called Next Move NY, the North Country REDC aims to fill the region’s anticipated workforce gap over the next 10 years by retaining transitioning soldiers and their spouses.

The 2023 REDC Challenge Competition demonstrates the continued strength and ingenuity of our REDCs. When tasked to take on pressing issues for their regions, they rose to the occasion and created strategies that will deliver results. Congratulations to Long Island, the Mohawk Valley and the North Country for their winning entries focused on workforce development and housing – all New Yorkers will benefit as a result.

Upcoming Minimum Wage Increase

New York’s minimum wage will increase to $16-per-hour hour in New York City, Westchester, and Long Island, and $15-per-hour in the rest of the state on January 1, 2024. After the initial increase, the minimum wage will increase by $0.50 in 2025 and 2026. In 2027, the minimum wage will increase annually at a rate determined by the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) for the Northeast Region.

Governor Hochul said:

New York’s historic minimum wage increase will help to ensure that New Yorkers can continue to keep pace with rising costs. Starting January 1, minimum wage workers who do not see the increase reflected in their paychecks are urged to file a complaint with the Department of Labor to make sure that they get the wages they are owed.

Governor Announces New York’s Participation in the Federal Summer Electronic Benefit Transfer Program for Children

The Governor announced the decision to opt-in to the U.S. Department of Agriculture’s Summer Electronic Benefit Transfer Program for Children (Summer EBT) which will allocate more than $200 million for summer meals for approximately 2 million low-income school-aged children in New York. Eligible families with school-age children will receive $120 per child during the summer months. New York will cover 50 percent of the administrative costs of operating the program, as required by the federal government. The USDA will cover the other half.

Senate Majority Leader Charles Schumer said:

No child should have to worry about having access to healthy, nutritious meals when school is out of session for the summer. We know that hunger never takes a vacation, and thanks to the Summer EBT initiative, over 2 million children across New York who rely on school meals during the year will get the assistance they need while on summer break. I am proud to help deliver this more than $200 million in federal funding to ensure our low-income families have access to healthy food year-around, and I commend Governor Hochul for her commitment to combatting food insecurity in communities across the Empire State.

The Assembly will hold a public hearing to hear from the New York State Workers Compensation Board, experts in workers compensation, workers compensation lawyers, labor partners, and injured workers on the current state of workers compensation and to bring light to areas of improvement on January 10.
